Windows Server Install - error x80300024

I tried to install Windows Server on a machine that I had already partitioned the hard disk as MBR into OS and data partitions. After selecting the first partition to install Windows, I got the error message:
Windows is unable to install to the selected location error 0x80300024
After some googling, I found that the problem was the number of existing partitions. Windows was attempting to create an extra 'System Reserved' partition and could not. I then removed the secondary drive and after that Windows was able to install. Why Windows is limited during install only I do not know, however next time when encountering this error I will be sure to remove any additional drives and they cause this error.

After install, I was able to re-create the secondary data partition and reinstall another drive with no issues.
